Drug policy in Greece
Since July 1993, an
Organisation Against Narcotics (?.??.??) has been established and has taken
over the national policy towards the problem of drug use/abuse.
O.KA.NA is a selfmanaged interministerial organisation which functions
under the supervision of the Ministry of Health and Welfare. It is in
charge of prevention, treatment, social rehabilitation and professional
formation of drug users.
O.KA.NA, till today,
has brought two new elements as far as the national policy is concerned:
- the
running of methadone treatment programs,
- the systematisation
of prevention programs with the foundation of prevention centres (one
centre in each province),
- the
training of professionals for the staffing of the prevention centres.
2 The legal system
According to the Greek
law (July 1993), all substances are considered as equal in terms of
psychological addiction.
The use, the possession, trafficking, distribution, cultivation or
production of any kind are prohibited. Nevertheless, tolerance is shown
towards addicted persons by the judiciary.
More specifically the
law provides dependent persons with the following alternatives:
- an
opportunity to suspend the trial,
- an
opportunity to spend a part or the whole of a sentence in a
therapeutic program where treatment is offered, and not in prison,
- an opportunity
to delay punishment when an order to attend a therapeutic program is
made,
- lighter
sentences of those who help in the uncovering of a drug ring.
As far as trafficking is concerned heavy
penalties are foreseen
3 Drug Services in Greece
Governmental services
1) The first drug treatment
program started in 1961 as a clinic for alcoholics and drug addicts in the Psychiatric Hospital of Attica.
Addicts were then committed for compulsory treatment.
Nowadays, this clinic has developed into the Detoxification Unit which is
composed of the following inter-related departments:

ANIKTI
GRAMMI is a helpline which specialises in areas concerned with the use and
abuse of drugs and alcohol.
It is a founding and active member of the European Foundation of Drug
Helplines (F.E.S.A.T). Anikti Grammi is directed at:
·
Individuals confronting a
problem of substance use/abuse (drug addicts, alcoholics)
·
Anyone with the need to discuss
the problem of a third person (parents, relatives, friends, sponce)
·
Individuals seeking information
of a professional nature (social workers, lawyers, reporters, teachers)
·
All those of the general public
wishing to attain more information on substance abuse and its consequences.
Anikti
Grammi has as a goal, prevention at all levels. The success of this goal is
based on:
·
Correct and objective information
·
Help which is connected firstly
with the problem in question and secondly with the latent contents of the
problem in question.
·
Direction towards (and addresses
of) the services connected with the circumstances of the individual caller.
Anikti
Grammi operates within the framework of the Department for Adolescents and
Young Adults.
Outpatient Clinic for
Adolescents and Young Adults (O.C.A.Y.A)
The
O.C.A.Y.A has been in operation since 1993 as a reception and therapeutic
centre. Its running consists in helping the adolescent / young
adult:
·
Firstly,
to understand exactly who the person behind the "USER" label is
and who he/she was before the start of the substance use/abuse.
·
Secondly,
to organise his/her life and to handle his/her personal affairs without the
substance.
Even
though the reception of the adolescent/young adult user constitutes the
major priority of the O.C.A.Y.A, work with adults, either accompanying the
adolescent/young adult user to the first meeting or contact with the centre
generally, is often necessary.
Both
departments are staffed by six psychologists, a social worker, a
sociologist and a secretary.
Hours of operation 10.00 am to
8.00pm.
Other activities which are involved in :
·
Preventive measures/actions at
adolescent school populations in cooperation with adults from their
environment (teachers, parents etc),
·
Educational activities aimed at
: University students, professionals in the field of health care or others
seeking information about substance abuse and addiction,
·
Program of scientific exchange
between different fields of study, within Greece and abroad,
Program of the E.E.C as well as of the F.E.S.A.T.
